Indira Awas Yojana (IAY), which now is Pradhan Mantri Awas Yojana Gramin (PMAY G), is a social welfare scheme by the Government of India. It was launched in 1985 by Rajiv Gandhi with an aim to provide houses for construct houses for economically weaker sections of the society. The scheme was first targeted towards Scheduled Castes (SCs), Scheduled Tribes (STs) and free bonded laborers but later on extended to the non-SCs/STs families.

Although IAY very well addressed to the housing needs in the rural areas, certain gaps were identified in 2014 during the concurrent evaluations and the performance audit by Comptroller and Auditor General (CAG) of India. These gaps, such as non-assessment of housing shortage, low quality houses and lack of technical supervision, lack of transparency and weak the mechanism for monitoring the scheme, were limiting the impact and outcomes of the scheme. In an effort to overhaul the program and for achieving its target ‘Housing for All by 2022’, Indira Gandhi Awas Yojana (IAY) was restructured and transformed into Pradhan Mantri Awas Yojana – Gramin (PMAY-G) on April 2016.

What is IAY/PMAYG?
Indira Awas Yojana or Pradhan Mantri Awas Gramin (PMAY G) is a centrally sponsored rural housing scheme for people living in rural areas. The scheme provides houses to homeless and all others who live in kutcha or dilapidated houses. The primary objective of PMAY G scheme is to provide pucca houses with basic amenities to all beneficiary families by 2022. The Centre aims to build 4 crore pucca houses across India by 2022.

What are the features of IAY/PMAY G?
- In the 2020-21 Union Budget, the government has given Rs. 10,000 crore to PMAY G scheme
- The size of the house will be at least 25 sq. m. with all basic facilities including electricity and power supply
- Unit assistance of Rs. 1.20 lakh and Rs. 1.30 lakh is given for houses to be built in plains and hilly and other difficult areas, respectively
- Beneficiaries are entitled to 90/95 person days of unskilled labour from Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)
- The scheme in association with other Government schemes will make sure the facility of basic facilities such as electricity, water, toilet, treatment of social and liquid waste, etc.
- High grade materials, appropriate design and trained workforce will be used for quality house construction
- Beneficiaries will be chosen using Socio Economic and Caste Census (SECC), 2011 data
- Beneficiaries will also get technical assistance at the time of house construction
- The project will be implemented and monitored through e-Governance models, community participation, Central and State Government officials, Members of Parliament, National Level Monitors, etc.

Loan Subsidy under IAY/PMAYG
- On successfully registering for PM Awas Yojana Gramin online, individuals can apply for a loan and get assistance at a subsidised rate
- As a PMAY G beneficiary, individuals can get a loan of up to Rs. 70,000
- Under the Rural Housing Interest Subsidy Scheme and PMAY G, individuals get an interest rate subsidy of up to 3% on the loan amount of up to Rs. 2 lakh
- The loan can exceed Rs. 2 lakh, however, the subsidy applies to Rs. 2 lakh only
- The loan tenor cannot exceed 20 years
What are the eligibility criteria for PMAY G?
To make sure the benefits of the scheme reaches the deserving families and that the selection of PMAY beneficiaries is verifiable, the beneficiaries for the scheme will be selected on the basis of SECC data. The initial PMAY beneficiary list will then be verified by the Gram Sabhas.
Other eligible beneficiaries must meet the following eligibility criteria to qualify for PMAYG scheme:
- You or any other member of your family must not own a pucca house anywhere in India
- Only those families living in zero, one or two room houses with kutcha wall and roof can apply for the scheme
- Households must not have literate adult over 25 years of age
- Families without male or adult members in the age group of 16 to 59 years can apply for the scheme
- Families that have a disabled member and do not have other able-bodied members can apply for the scheme
- Freed bonded labourers can also apply for the scheme
Under the scheme, the prioritization it will be given on the basis of factors displaying housing deprivation in each category i.e. SC/ST, Minorities and Others.
Who is not eligible for PMAY G scheme?
- Individuals with motorized two- or three-wheeler vehicle, agricultural equipment or fishing boat
- A family in which a member is a government employee with monthly income of more than Rs. 10,000
- Individuals that have a Kisan Credit Card with a spending limit more than or equal to Rs. 50,000
- A family in which a member pays income or professional tax
- Families with landline connection or a refrigerator
What are the documents required for PMAY G?
The list of documents required to avail the PMAY G benefits are:
- Filled PMAY G application form
- Aadhaar card
- A document stating that you give concerned authorities use your Aadhar information
- Bank account details
- An affidavit stating that the applicant or any member of his/her family does not own a pucca house in India
- Job card number registered under the MNREGA scheme
- SBM-G registration number
How to Apply for Pradhan Mantri Awas Yojana Gramin?
There is no application process to apply for PMAY G as the beneficiaries are picked from the list prepared by the Gram Sabha based on the Census 2011 (SECC 2011). However, it is possible to add a beneficiary, or carry out registration. To register under PMAY G, follow these steps:
- Go to PMAY G website
- Enter the required details
- Enter your Aadhaar number and click on ‘Search’
- On finding your name, click on ‘Select to Register’
- Enter the remaining details as required
- Upload the consent form
- Enter the bank account details
