To avail subsidy under CLSS, prospective applicants need to fulfil the PMAY eligibility criteria. PMAY was introduced by the Ministry of Housing and Urban Poverty Alleviation (MoHUPA) in June 2015 with the objective of “Housing for All by 2022”. CLSS is a component of PMAY through which the government offers interest subsidy of up to Rs. 2.67 lakh on home loans to eligible beneficiaries.
Note: The Union Cabinet has extended the implementation period of Pradhan Mantri Awas Yojana – Urban (PMAY – U) till December 31, 2024 with all verticals except Credit Linked Subsidy Scheme (CLSS). CLSS vertical for MIG I & II under PMAY U was up to March 31, 2021 and for LIG/EWS was up to March 31, 2022. During the extension period no additional houses will be sanctioned. However, financial assistance is to be provided for the completion of 122.69 lakh houses, which were already sanctioned till March 31, 2022, under BLC, AHP & ISSR verticals of PMAY U.
Pradhan Mantri Awas Yojana Eligibility
Pradhan Mantri Awas Yojana Eligibility Criteria:
- To be eligible for PMAY, a beneficiary must not own a ‘pucca’ house in his/her name or in the name of any other member of his/her family in any part of the country
- The beneficiary must not have availed or received any sort of assistance from the Central Government under a housing scheme of any benefits given under PMAY
- The beneficiary family should not have availed PMAY subsidy from any of the Primary Lending Institutions (PLIs)
- In case of married couple, either one of the spouse or both in joint ownership are eligible for one subsidy
- For Pradhan Mantri Awas Yojana eligibility, the household income of the beneficiary must fall under one of the income groups – Economically Weaker Section (EWS), Low Income Group (LIG), Middle Income Group – I (MIG-I) and Middle Income Group – II (MIG-II)
- Beneficiaries who intend to avail PMAY benefits under the MIG income group, must furnish their Aadhaar numbers
- Home loan borrowers who availed the subsidy, but switched to another lender during the loan tenure under home loan balance transfer cannot claim the benefit again
- In case of home loan balance transfer, the home loan to be transferred from the existing lender should have been availed on/after Jan 1, 2017 for MIG category and June 17, 2015 for EWS/LIG category. But the beneficiary should not have claimed the subsidy from the existing lender
- All Statutory Towns, as per Census 2011 and towns notified subsequently, are eligible for coverage under the PMAY HFA mission
- The construction/extension for which home loan is availed must be completed within 36 months from the date of disbursement of the 1st instalment of the loan amount
- Beneficiaries belonging to LIG/EWS Category must have their houses (acquired or constructed with central assistance under the mission) in the name of the female head of the household or in joint ownership with the male head of the household and his wife
- In case the beneficiary family belonging to LIG/EWS category does not have an adult female member in the family, the house can be in the name of male member of the household

Who is a PMAY beneficiary?
- Individuals eligible to avail PMAY benefits are called beneficiaries
- A beneficiary family comprises a husband, wife, unmarried sons and/or unmarried daughters
- An adult earning member, irrespective of his/her marital status can be treated as a separate household
Beneficiaries under EWS category get complete assistance under the scheme, while those from MIG and LIG categories are only eligible for CLSS under PMAY.
List of Beneficiaries under PMAY Scheme
The list of beneficiaries under Pradhan Mantri Awas Yojana is:
- Economically Weaker Section (EWS): Families with annual income of up to Rs. 3 lakh
- Low Income Group (LIG): Families with annual income between Rs. 3 lakh and Rs. 6 lakh
- Middle Income Group I (MIG I): Families within annual income between Rs. 6 lakh and Rs. 12 lakh

To avail subsidy under CLSS, the eligibility criteria specified under EWS Income Category are:
- To be eligible for PMAY under EWS, you or any of your family members should not own a pucca house anywhere in India
- The property should be in the name of an adult female member of the family for PMAY eligibility. The property can be solely owned by the female member of the family or in joint ownership with the spouse. However, this condition is not mandatory if the PMAY benefit is availed for the construction of house on an existing plot or extension/renovation of existing kuccha/semi-pucca house
- In case there is no female member in the family, the property can be in the name of the male head of the family
- The location of the property should fall under all statutory towns as per 2011 census and their adjacent planning area (updated by the government from time to time)
- To be eligible to apply for PMAY scheme under EWS income category, the total family income must not exceed the amount of Rs. 3 lakh
- Beneficiary should apply for the scheme between June 17, 2015 and March 31, 2022
- To apply for PMAY scheme under EWS income category, the house of the beneficiary family should have carpet area up to 30 sq. m. for EWS beneficiaries
- Only those beneficiary families are eligible to apply for PMAY scheme who have availed housing loans for purchase/construction of house and repair/extension of Kucha/Semi Pucca house
- The maximum home loan tenure is 20 years. However, lenders can sanction loans for a maximum tenor of 30 years but the loan has to be repaid before the borrower attains the age of 70 years
