Features of Pradhan Mantri Awaas Yojana Gramin Scheme
The salient features of PMAY-G are:
- PMAY-G aims to provide financial assistance for the construction of 2.95 crore houses in rural areas over the period from 2016-17 to 2023-24.
- The minimum size of the house will be 25 sq. m. with all basic amenities such as power supply and hygienic cooking space.
- The financial assistance for each housing unit is Rs 1.20 lakh in plains and Rs 1.30 lakh in hill states (Himachal Pradesh and Uttarakhand), Union Territories of Ladakh and Jammu & Kashmir, North Eastern States and districts identified under Integrated Action Plan.
- Under the scheme, the beneficiary is entitled to 90/95 person days of unskilled labour from MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Scheme)
- The cost of building houses will be shared between Central and State Governments in the ratio 60:40 for houses constructed in plain areas and 90:10 for houses constructed in North Eastern States, 2 hill States (Himachal Pradesh and Uttarakhand) and Union Territory of Jammu and Kashmir. For other Union Territories, 100% cost will be offered by the Central Government.
- Provision of assistance of Rs 12,000 in collaboration with other Government schemes, such as Swachh Bharat Mission– Gramin (SBM-G), MGNREGA or any other dedicated funding source to ensure the provision of basic amenities such as toilet, electricity, water, clean and efficient cooking fuel, treatment of social and liquid waste, etc.
- The beneficiaries can avail a loan amount of up to Rs 70,000 from financial institutions.
- The beneficiaries will be selected using housing deprivation parameters in the Socio Economic and Caste Census (SECC), 2011 data, which is to be verified by the Gram Sabhas.
- The eligible beneficiaries are selected on the basis of priority waitlist, which is prepared on the basis of household deprivation parameters as per SECC data of 2011 and Awaas+ Survey conducted during the period of January 2018- March 2019.
- The Ministry of Rural Development shall sanction special projects after the approval of the Empowered Committee.
- Beneficiaries will also be offered technical assistance in the construction of the house.
- The implementation and monitoring of the project will be carried out through an end-to-end e-Governance model – AwaasSoft and AwaasApp.
- All payments to the beneficiary will be electronically transferred to their bank or post office accounts that are linked to Aadhaar with consent.
- Adoption of saturation approach- Gram Panchayat, Block or District as unit
- Sensitisation of beneficiaries on PMAY-G.
- The scheme provides appropriate technology and a number of options for house design with disaster resilience features as per the local conditions.
- Focusing on construction of quality houses, encouraging the use of local construction materials, financial assistance mechanism, appropriate house designs, trained masons, green technologies and convergence with other schemes.
Pradhan Mantri Gramin Awaas Yojana Eligibility Criteria
Unlike other government schemes, PMAY-G does not have a specific list of eligibility criteria. The implementing agencies select the eligible households based on a priority waitlist, which is inturn prepared on the basis of the household deprivation as per the 2011 Socio Economic and Caste Census (SECC) data, Awaas+ List, etc. List below is the summarised process of selecting eligible households for availing PMAY-G benefits:
- To ensure that the assistance reaches the deserving families and that the selection of beneficiaries is objective and verifiable, the beneficiaries for the scheme will be selected on the basis of housing deprivation parameters published in Socio Economic and Caste Census (SECC data), which will be then verified by the Gram Sabhas.
- Based on the SECC data, homeless households or households living in 0, 1 and 2 kutcha wall and kutcha roof houses are segregated for creating a Permanent Wait List. The objective of this waitlist is to provide a ready list of households to be covered under the PMAY-G scheme and thereby, ensure better planning and implementation.
- To address grievances in the selection of beneficiaries, an appellate process is also provided.
- Additional beneficiaries can be drawn from the Awaas+ List, which was prepared from the Awaas+ survey conducted from January 2018 to March 2019.
- Once the list of eligible households is made, a multi-layered prioritisation process is used depending on the household category (SC/ST and Others), houselessness, number of rooms, etc, Within the priority groups, households fulfilling the criteria of compulsion inclusion as per the SECC are accorded the highest priority.

Time Limit for completing house construction
The beneficiary should complete the construction of house within 1 year from the date of receiving PMAY-G sanction letter.
Release of assistance to the PMAY-G beneficiaries
The PMAY-G assistance is disbursed to the beneficiaries in the form of at least 3 instalments. The first instalment of the loan shall be disbursed to the beneficiary electronically to the beneficiary’s registered bank/post office account within 7 working days from the date of issue of sanction order. The other instalments would be disbursed as per the stage of house construction, as chosen by the respective States/Union Territories.

The beneficiary, if he/she so desires, should be facilitated to avail institutional finance of up to Rs 70,000.
Documentation required for availing PMAY-G
Households availing the PMAY-G benefits would have to provide the following details during their registration on MIS-AwaasSoft:
- Details of beneficiary’s bank account
- Name of the nominee,
- MGNREGA Job Card number
In addition, the mobile numbers wherever available, and Aadhar number, with the consent of the beneficiary, would also be provided for feeding the information in MIS-AwaasSoft.
