Real Estate (Regulation and Development) Act came into effect on May 1, 2016. The Act was implemented to infuse transparency and accountability between consumers and developers, thus protecting the interests of consumers in the real estate sector. One of the provisions of the Act requires all states (except the state of Jammu & Kashmir) to have a Real Estate Regulatory Authority to implement and monitor carry out other provisions of the Act. To carry out the functions of RERA Act, the Odisha government notified Real Estate (Regulation and Development) Rules in 2017. These rules are to be followed by all real estate developers and agents in the state.
How to Register as Promoters under RERA Odisha
To register projects under RERA Odisha, all promoters will have to make one time registration. To register, follow these steps:
Step 1: Visit RERA Odisha website at http://orera.in/.
Step 2: Click on the ‘Do you want to register your project/as agent?’ link.
Step 3: You will be redirected to a page where you have to select whether you have already registered as a promoter or agent. Click on ‘No’ if you haven’t.
Step 4: Read the guidelines carefully and fill in the online application form accordingly.
Step 5: Click on ‘Proceed to Login’ to login on the portal.
Step 6: Enter your username and password to login.
Step 7: Go to the Dashboard page and register.
On successful registration, message will be displayed as “You have successfully registered.”
Points to Note:
- Your User ID must be alpha-numeric comprising at least one alphabet in uppercase, one in lowercase and one digit. The length of user ID should be at least of 5 characters.
- Your password must be of at least 8 characters comprising at least one alphabet in upper case, one in lower case, one digit and one special character.

The documents required for project registration are:
- Registration fee through Bank Draft or Bankers cheque
- All papers related to the validation of license
- Ownership documents
- A copy of LC-IV executed with the DTCP at the time of grant of license
- Papers related to the entry of license and collaboration agreement
- If plotted colony, submit the latest layout plan, demarcation plan and zoning plan
- If group housing or commercial sites, submit a copy of the approved zoning plan and an entire set of the last approved building plans
- Cash flow statement of the proposed project
- A non-default certificate from a Chartered Accountant
- A copy of the draft allotment letter
- A copy of the draft agreement
