The government under the banner of the Ministry of Housing and Urban Affairs (formerly known as Ministry of Urban Development) established the Building Materials and Technology Promotion Council (BMTPC). BMTPC is formed to culminate the needs of the developing nation into the resources that the government could provide in enhancing the efficiency of this sector. BMTPC’s broad areas of work include
- Building Materials & Construction Technologies: Modernization of the construction sector requires the use of appliances that can work effectively on a larger scale and provide a mechanical solution to the construction process at the same time. This Council works for the development, standardisation and promotion of such innovative and reliable technologies to facilitate the emerging novelty in the construction business.
- Capacity Building and Skill Development: The construction sector in India still relies substantially on manpower work. To develop the skills of the artisans, or provide solutions to construction professionals and agencies, the council has set up a Training Resource Center that imparts education and training for workers.
- Disaster Mitigation & Management: The multifold focus of BMTPC is in alignment with the growing concern of construction industries towards disaster-resistant construction. The Council thrives to work towards technological and methodological advancement that allows mitigation from natural disasters and minimization of the risks rendered. It assists in providing information and resources required for new such construction or reconstruction of sturdy dwellings.
- Project Management & Consultancy: The Council undertakes the management of construction projects for private or government schemes. Moreover, consultancy services like an appraisal and supervision of housing projects are also undertaken by BMTPC.

- It provides solutions for identification, installation, and development of technology used in construction purposes. Complete support is provided for the development of building materials from agricultural and industrial waste
- For new entrants in this industry, BMTPC has multifaceted assistance through advisory services for the selection of target market, installation of technology, acquisition of capital, prototype development, and training of artisans and professionals
- Assists in arranging technology transfer from other countries, & selection and evaluation of foreign technologies. This body also helps in importing technology from foreign countries. At times, an end-to-end support is provided for entrepreneurs who want to import technology from abroad
- As the need for sustainable development has enforced the need to come up with innovative solutions for energy-efficient building materials and construction methods, the Council collaborates with different research and development bodies to develop environmentally-friendly and feasible technology
- Assist in capacity building and skill development through training of village artisans, craftsmen and helps in production of simple building components using local materials, skills and manpower. The councils also coordinates with national, state and local level institutions to provide periodic training and orientation courses for professionals like engineers, architects, town planners, contractors and construction managers

- Evaluation, validation, certification and standardization of innovative building materials and construction technologies through Performance Appraisal Certification Scheme. A performance appraisal certification scheme is run to provide information, standardization and certification in novelty in building material and construction technology
- It acts as a clearing house for technology transfer from laboratory to the sites to and from India and abroad
- It works with the government, housing development boards, and private companies in framing policies for cost-effective and environmentally friendly innovations in the construction sector
- It also provides continuous development services to slum areas with the support of government
- It thrives to develop construction in disaster-affected areas and promote disaster-resistant solutions through Rapid Damage Assessment Studies
- Under Jawaharlal Nehru Urban Renewal Mission Programs, BMTPC is the appraisal and monitoring agency which guides sustainable and cost-effective urban housing schemes
- The Council also helps its stakeholders through the dissemination of information on technology, methodology and material through publications, circulars, exhibitions, workshops, seminars, training programs, entrepreneurship development programs, etc.
- The construction companies and individuals can benefit financially from the associations that the Council has with the Government of India for various export benefits; and with financial institutions, including banks and NBFCs for business loans, working capital loans, trade finance, export credit billing, etc.
Citizens are expected to assist the Council in carrying out its duties, notify senior officers about any pending grievances that have not been attended, and contact the Council for any suggestions they have for improving the body and its services. The Council also adheres to the grievances raised by various stakeholders of the construction industry.
